Israel-Gaza-Lebanon updates: Officials say 87 killed in Israeli strikes on Beit Lahia

The United Nations Interim Force in Lebanon said there was another Israeli attack on one of their positions in southern Lebanon in a post Wednesday on Telegram.

"This morning, peacekeepers at a position near Kafer Kela observed an IDF Merkava tank firing at their watchtower. Two cameras were destroyed, and the tower was damaged," UNIFIL said.

"Yet again we see direct and apparently deliberate fire on a UNIFIL position. We remind the IDF and all actors of their obligations to ensure the safety and security of UN personnel and property and to respect the inviolability of UN premises at all times," UNIFIL said in a statement.

ABC News has asked the IDF for comment on this incident.

Approximately 1.2 million people are now internally displaced in Lebanon, including about 400,000 children, according to UNICEF.

"All parties in this conflict must prioritize the protection of civilians and civilian infrastructure. Strikes on homes, health centers, schools or shelters are resulting in massive civilian casualties (100 children killed and over 800 wounded in the past three weeks). It is imperative that all parties to the conflict adhere to IHL and comply with the principles of proportionality, distinction and precaution in the conduct of hostilities," UNICEF Deputy Executive Director Ted Chaiban said in a press conference Wednesday.

"We call upon the international community to act with urgency. Funding is critical. UNICEF's appeal is 8% funded right now. Funding must be free from conditionalities that hinder swift action," Chaiban said.

Nearly 90% of those internally displaced in Lebanon are in urgent need of food and shelter, according to a report conducted by the International Rescue Committee.

Internally displaced people sheltering in Beirut, Mount Lebanon, Bekaa, Baalbak, Akkar and the north "don’t have access to enough food, water or critical items such as blankets to keep them warm at night," according to the report.

Hundreds of thousands of people have been displaced in Lebanon and over 2,200 people have been killed as the conflict continues to expand, according to the Lebanese Ministry of Public Health.

The primary concern among displaced people is finding safe places for their children and families, according to the IRC.

"Many people are still living on the streets and in public spaces since the shelters in their area are full. As winter approaches, those who are unable to find adequate shelter will be vulnerable to the elements and at heightened risk of getting sick. For Syrian refugees living in Lebanon the situation is particularly dire. Many are unable to access collective shelters, leaving an already highly vulnerable population without safe options," Juan Gabriel Wells, the IRC country director in Lebanon, said.

Israel Prime Minister Benjamin Netanyahu said he is opposed to a "unilateral cease-fire" in Lebanon during a call with French President Emmanuel Macron, according to a statement from Netanyahu's office.

"The Prime Minister said in the conversation that he is opposed to a unilateral cease-fire, which does not change the security situation in Lebanon, and which will only return it to the way it was," the statement said.

Netanyahu "made it clear" that Israel won't accept a cease-fire deal in Lebanon "that would not prevent Hezbollah from reorganizing and rearming," the statement said.
