Minneapolis live updates: ICE arrest powers expanded, memo says

The memo was dated Jan. 28 and signed by by Acting Director Todd Lyons.

A 37-year-old man was shot and killed Saturday morning in Minneapolis -- the second shooting of a U.S. citizen this month by federal agents in the city.

The shooting of Alex Pretti, an ICU nurse, ratcheted up tensions, as protesters clashed in the streets with law enforcement in the aftermath of the shooting.

The incident followed the fatal shooting of Renee Good, a 37-year-old mother, on Jan. 7.

Homan says 'sanctuary cities are sanctuaries for criminals'

Trump administration border czar Tom Homan said in a press conference in Minneapolis on Thursday morning that "sanctuary cities are sanctuaries for criminals" and that he will now focus on regaining order by removing "threats from the community."

Homan added that he will be working to identify and remove undocumented immigrants that "pose a public safety threat and a national security threat."

"I didn't come here looking for photo ops and headlines," Homan said. "I come here looking for solutions."

Trump's border czar to speak in Minneapolis Thursday morning

Trump administration border czar Tom Homan will hold a press conference in Minneapolis on Thursday at 8 a.m. ET, the White House said in an advisory.

President Donald Trump dispatched Homan to Minnesota this week as part of a leadership shuffle.

On Wednesday, Minnesota Gov. Tim Walz visited the memorial for Alex Pretti telling ABC News Correspondent Matt Rivers, "I'm not so interested in shift in tone. We just need them out of here, and we need accountability for what's happened."

Gov. Walz calls border czar Homan 'more of a professional' than Bovino, Noem

In an interview with MSNOW on Wednesday, Minnesota Gov. Tim Walz was asked about the shakeup of the Trump administration's presence in Minnesota after the fatal shooting of Alex Pretti involving federal agents.

President Donald Trump on Monday announced he is dispatching his border czar, Tom Homan, to Minnesota -- bypassing the normal chain of command -- where DHS Secretary Kristi Noem and Border Patrol Commander Greg Bovino have been overseeing ICE operations.

"Tom Homan is more of a professional," Walz told the outlet. "Tom Homan called me, not something Bovino or Noem would ever do."

The governor, however, expressed reservations about Homan leading federal operations.

"But the fear I have with that is that we're going to get more of the same, but more efficient at this oppression?"

Walz claimed that, from his understanding, the White House wants "these scenes on the streets to stop because it's tanking their approval ratings."

"And according to the president, it looks bad if Tom Homan does anything here that makes that continue on, the president's going to be on him," Walz said.

New video appears to show Alex Pretti clashing with agents 11 days before fatal shooting

A newly emerged video appears to show Alex Pretti in a confrontation with federal agents 11 days before he was shot and killed in Minneapolis.

In the video, a man who appears to be Pretti and others on the scene are seen shouting at agents blocking an intersection in Minneapolis on Jan. 13. A man who looks like Pretti is then seen kicking a federal vehicle before agents get out, push him and tackle him to the ground. Agents then fire gas into the crowd.

The agents get up and the man appearing to be Pretti walks away, a gun visible on his waistband.

ABC News does not know what happened before this altercation.

The Department of Homeland Security told ABC News on Wednesday that Homeland Security Investigations is reviewing the video.
