Minneapolis live updates: ICE arrest powers expanded, memo says

The memo was dated Jan. 28 and signed by by Acting Director Todd Lyons.

A 37-year-old man was shot and killed Saturday morning in Minneapolis -- the second shooting of a U.S. citizen this month by federal agents in the city.

The shooting of Alex Pretti, an ICU nurse, ratcheted up tensions, as protesters clashed in the streets with law enforcement in the aftermath of the shooting.

The incident followed the fatal shooting of Renee Good, a 37-year-old mother, on Jan. 7.

State investigators say DHS blocked agents from crime scene, despite warrant

Drew Evans, the superintendent of the Minnesota Bureau of Criminal Apprehension, said that the Department of Homeland Security denied his agents from accessing the crime scene after the shooting

Evans said he obtained a search warrant from a judge.

"We had a signed warrant and we were stilled denied access," he said.

Evans said he has never had a federal agency deny local investigators access to a crime scene in his over 20 years of experience.

The federal agents left the scene, but due to security concerns the BCA team could not collect evidence from the scene. DHS is running the investigation, according to Evans.

Evans, however, said his agency is talking to witnesses, gathering video and other evidence from outside of the scene.

Minnesota Timberwolves postpone Saturday game

The NBA announced Saturday that the matchup between the Golden State Warriors and the Minnesota Timberwolves, which was scheduled to take place at the Target Center in Minneapolis, was postponed to Sunday.

"The decision was made to prioritize the safety and security of the Minneapolis community," the league said in a statement.

Minneapolis prosecutors open website for witnesses to submit video

The Hennepin County District Attorney's Office launched a website that allows anyone with evidence for Saturday's shooting, including video, to submit it to local investigators.

The site is also being used to collect evidence for Renee Good's shooting.

Bovino claims man killed in shooting 'wanted to do maximum damage,' dodges questions about specifics of incident

Border Patrol Commander at Large Greg Bovino held a brief news conference around 1 p.m. local time and reiterated the details about the shooting DHS had previously provided.

The Border Patrol commander alleged a Border Patrol agent shot the 37-year-old man after he allegedly approached border patrol agents with a 9mm semi-automatic handgun, and "violently resisted" when agents tried to disarm him.

"This looks like a situation where an individual wanted to do maximum damage and massacre law enforcement," Bovino alleged.

When asked by reporters if the man ever brandished a weapon, Bovino responded, "This situation is evolving. The investigation is ongoing. Those facts will come to light."

Minneapolis police have said they believe the man was a licensed gun owner.

When another reporter asked Bovino when the man allegedly pulled out the weapon and other details of the confrontation, Bovino repeated his answer.
